ATP Innsbruck wins 1st prize in competition

The modernization of the old “Südtiroler Siedlung” in the district of Pradler Saggen is currently one of the largest residential construction projects in Innsbruck. By the end of 2026, around 550 new apartments are to be built on the site by the river Sill. Neue Heimat Tirol – Gemeinnützige WohnungsGmbH organized an invited, single-stage realization competition for the 4th and last phase of the residential development.

Urban development
The design by ATP Innsbruck seeks to further develop the basic urban idea of the Siedlung – or housing estate – and envisages a third residential tower and two district squares. This third tower ensures a balanced density across all building phases and helps to zone the complex. It also creates space for around 30 more units than required. The towers define and flank the two generous outdoor elements, the northern district square and the central square. Both contain communal uses at ground-floor level and give the area its essential generous open spaces.

Open spaces
The design of the open spaces, with their many routes and generous open and green areas at ground-floor and roof level, guarantees a high-quality living environment for the residents and encourages social exchange. The range of attractive functional spaces includes parks, communal gardens, playgrounds, and sunbathing lawns – and is dominated by a balanced mix of communal areas and quiet zones.

Sustainability
As a continuation of the ecological objectives of Innsbruck City Council as well as its aim of combining affordable housing with a high quality of living, the design focuses on low energy demand, which it achieves with the help of a clear and economical building services concept and an energy supply concept that is covered by renewable sources. The design also takes account of the requirements for both Passivhaus Plus and klimaaktiv Gold certification.

Statement of the jury
“The convincing urban concept consists of the skillful positioning of three buildings with similar contours, which consist of a high element together with an angled component. The scale, proportions, and positioning of these generate an interesting interplay between the volumes and the surrounding spaces. (…) The alley-like routes defined in the model are replaced by a series of attractive, square-like external spaces.”
